Reviving Ukraine's Infrastructure with 3.5 Million Tons of Steel


Approximately 3.5 million tons of steel will play a pivotal role in restoring housing and vital social infrastructure. This ambitious undertaking is the brainchild of the "Steel Dream" restoration initiative by Metinvest-SMC, a leading sales company within the Metinvest Group. The unveiling of this comprehensive concept took place during the II Architecture and Construction Business Forum themed "Rebuilding Ukraine – Modernisation and Transformation" in Kyiv on October 5-6. Metinvest was a proud exclusive partner of this significant event.

Over two days, a diverse gathering of government officials, business leaders, builders, developers, architects, and financial institutions came together to forge collaborative strategies aimed at propelling Ukraine swiftly towards recovery, adhering to the guiding principle of "Build Back Better." The Confederation of Builders of Ukraine and the DMNTR | Home and Interior Media Group orchestrated this impactful forum.

The commencement of Ukraine's vast-scale reconstruction hinges on a resounding victory. Based on our calculations, we anticipate a demand for approximately 3.5 million tons of steel to restore damaged residential and social infrastructure. Our estimates carefully consider the extent of devastation across more than 65,000 affected buildings, factoring in the average metal content of these structures. The journey toward restoration may span between five to ten years, and we've also factored in the yearly metal consumption. Metinvest stands ready to meet the country's steel requirements," affirmed Tetyana Skrypka, Head of the Construction Sector Project Office at Metinvest-SMC, in the aftermath of the forum.

The "Steel Dream" presentation provided forum attendees with insights into the prefabrication technologies that underpin housing and social infrastructure projects. These technologies encompass the use of large prefabricated elements like steel modules, frameworks, and platforms. In addition to these innovative construction methods, Metinvest-SMC showcased comprehensive interior design solutions tailored to various building types.

At its core, Steel Dream champions the "build Ukrainian" ethos and fosters collaboration among numerous domestic producers. Since the initial concept presentation six months ago, approximately 50 partners have joined the initiative, including steel fabrication plants, designers, furniture manufacturers, and building material producers. Consequently, communities now have the freedom to select their preferred level of finishing, right down to furniture and interior design.

Another fundamental tenet of this visionary concept is "Build Back Better." This means that all housing and social infrastructure projects prioritize the use of prefabricated solutions, transparency in budgeting and construction timelines, sustainability, modularity, inclusivity, and rapid construction. To illustrate, a single-story house can be erected in a mere three months, while an eight-story structure can take shape within nine months. Kindergartens, clinics, shelters, and schools can all be built efficiently, meeting urgent community needs.

The Steel Dream team collaborates closely with local communities, tailoring projects to their unique requirements, and engages with international foundations to become suppliers of turnkey solutions.

Apart from Mariupol, authorities in two other Ukrainian cities have expressed their readiness to embrace Steel Dream projects for the reconstruction of their devastated facilities. Ongoing negotiations and project adaptations for local conditions are in progress with several communities.

Given the substantial interest generated by the Steel Dream concept, particularly from international partners, the project team is currently pursuing accreditation with international foundations to secure project approval.

As a brief historical note, in May 2023, Metinvest-SMC unveiled the Steel Dream concept, comprising over 200 pre-designed building projects rooted in three prefabricated steel elements: frameworks, modules, and platforms. These encompass residential structures (ranging from one to eight stories, dormitories, and hotels), essential social infrastructure (schools, kindergartens, and clinics), and vital infrastructure facilities (parking structures, sports facilities, and underground shelters). Each project package includes comprehensive documentation encompassing estimates, construction schedules, planning, and technical solutions.
