The persistent surplus in steelmaking capacity poses an exciting challenge for the industry. A notable gap between supply and demand might pose financial hurdles for individual steel manufacturers and the industry at large. As the steel sector zealously marches towards decarbonization in tandem with the Paris Agreement, there might be a short-term bump in capacity owing to the integration of eco-friendly technologies. The Global Forum on Steel Excess Capacity pointed out that the gap between worldwide demand and capacity grew to 550 million tonnes in 2022 from 475 million tonnes in 2021. Yet, this is a positive leap from the staggering 793 million tonnes in 2015. It's essential to navigate this journey with precision and foresight.

For this journey, worldsteel has shared a vibrant five-point blueprint to stimulate conversations about excess capacity and structural revamp in the steel landscape:

1. Governments should champion a dynamic, prompt overhaul of the steel sector. They should endorse policies that let market dynamics be the guiding star in shaping the sector's future.
2. Looking back, effective transformations happened when governmental aids and obstacles hindering smooth market evolution were sidelined. Such changes bolstered industrial competitiveness.
3. The market strategy should reward the most efficient players. It's crucial not to prop up producers who aren't efficient with subsidies.
4. Ensuring a balanced competition landscape among producers is vital. Top-tier, long-lasting producers need to uphold environmental, economic, and societal standards.
5. Any roadblocks that stall the restructuring process should be systematically and promptly tackled.
6. Crafting a visionary restructuring blueprint involves spotting and eliminating exit hindrances. Given the steel sector's fragmented nature, it's also important to re-evaluate factors that may stymie productive mergers.
7. Roll out a robust support mechanism that softens the impact of the restructuring process.
8. The primary focus of support should be to alleviate the societal and environmental repercussions of revamping.
9. And to wrap it up, any pledges to tweak the steel industry's structure should be transparently communicated and monitored till they're fully realized.
